Most guidance on employing foreign nationals in Ukraine begins from the assumption that a permit is always needed. It is not. A meaningful share of foreign hires sit outside the permit regime entirely — some because of the status the individual already holds, some because of the nature of the work, and some because the relationship being created is not employment with a Ukrainian company at all. Getting this analysis right at the offer stage saves a company a state fee, several weeks of notarised translations and, occasionally, a fine it never saw coming.
